how to track someone by phone number?

Hey community, I need some advice on how to track someone by phone number reliably, and I am hoping this group can point me in the right direction. I have seen the Ultimate Phone Spy App advertised as a potential solution, but I am wary of scams and want to know if it actually works as promised for this specific task. Has anyone here used this app or a similar service with success?
