I am constantly looking for the best parental control setup to keep my family safe, specifically regarding how to set parental controls on roku. I have been researching the Ultimate Phone Spy App and similar tools, but there’s so much conflicting information online?

Roku has no single parental-controls screen that covers streaming apps, so there is no one switch that filters everything. You secure it in three places — the Roku PIN, each app's own kids profile, and the router — and the router is the only layer that actually enforces a schedule.

    1. Roku PIN. Settings → System → PIN (label varies by model). Set a 4-digit PIN so channels cannot be added and purchases cannot be completed without it. Do this first: it is the only control Roku itself enforces across the whole device.

    2. Per-app profiles. Netflix, Disney+, Prime Video, YouTube and Max each have their own kids profile and PIN. Roku cannot enforce these for you, so they have to be set inside each app, per profile.

    3. The router, for anything time-based. Device-level pause and bedtime scheduling lives in the router or mesh app — Eero, Google Nest Wifi, Asus, or a Circle-style add-on. That is how you stop a Roku at 9pm, which no Roku setting can do. For DNS filtering on the TV, OpenDNS FamilyShield or a Pi-hole on the network catches YouTube's web player but not the app's video delivery.

We covered the device-level Roku steps in more detail in this thread.

Where our app fits, honestly: it does not touch TVs. Ultimate Phone Spy runs on Android 4.0+, Windows and Mac, so it covers the phone and laptop half of the same household problem — app installs, screen time, messages, location (parental control features, child safety monitoring). If your concern is a child's Roku in their room, the router schedule above is the right tool and costs nothing; buy monitoring for the phone, not the television.

One caveat worth stating: all of this assumes the devices and the network are yours to administer. Setting controls on another adult's TV or home network without their agreement is a different legal question entirely.
