I am in a situation where I really need to figure out how to recover deleted messages on ig, and I am hoping this community can point me in the right direction. I have seen claims that the Ultimate Phone Spy App or similar monitoring tools can help with this, but I am skeptical?

No — Instagram deletes a DM for both people the moment one of them unsends it, and there is no recovery path: no bin, no archive, no support escalation that returns it. The app even removes the notification preview on many devices to make this final.

What is still recoverable, and how:

    1. Android notification history — Settings → Notifications → Notification history. If the message arrived while the phone was on, the preview text may still be there for up to 24 hours (longer on some skins).
    2. Instagram's data download — Settings → Your activity → Download your information. Returns your own messages and metadata, never a deleted one from the other side.
    3. Screenshots or a linked device — if Instagram was open on an iPad or desktop when the message arrived, the web session sometimes still shows the thread until it syncs.
    4. Nothing else. Third-party "IG recovery" tools are scams; the messages are not on your device to recover.

Why it works that way: Instagram messages are stored server-side, and unsend is a delete on the server, not a flag. The receiving device never had a durable copy.

Where our app fits. Ultimate Phone Spy runs on Android 4.0+, Windows and macOS and logs social notifications as they land (social media monitoring), which is the only way to keep a copy of something that later disappears. On iOS we have no product, so notification history is your fallback there.
